a] they don't care and have a totally different set of morals to most (caring) humans
b] they know there are mugs like us willing to "dispose" of their "problem" for them

given up because she flushes birds and ignores other dogs???? Well that is Sally all over, anti social and just likes to flush (and kill if she gets them) birds and voles are her new thing! as if that would ever be a reason to rehome her let alone dump her in a rubbish bin.
