If you want to reply to a post hit the reply button, type your text in the pink box and then hit either preview to look at it before posting (but this does not post it) or hit Add Reply to post it onto the forum

PM means you can send a personal message to the person whose post you are reading. That would be something which will not appear on the forum for everyone to read.
