It's all a bit beyond me too so I downloaded Picasa That allows you to do basic editing, and you can export at a given size to a folder ready for uploading to Photobucket or where ever, I export pictures at 800x600 which gives a nice size for viewing.

Another advantage of Picasa is it allows you to view all your pictures easily and quickly where they may be on your hard drive, and the best bit, what ever you do to the pictures in Picasa, they remain unchanged in their original location so no fear of losing them or messing them up.

ok, what is probably happening is that your computer is trying to be clever. When you access a web page for the first time it downloads allt he images and stuff locally so it doesn't have to download them everytime you go to that page.

So you've put a pic on photobucket, viewed it and its too big. Then you went to photobucket and changed it and came back here to check. Buut when you have done that your computer has gone "ahh you want pic number 123, I have that already, save downlaoding it I will just use this one". SO it doesn't get the new smaller picture because its male and thinks it knows better.

To fix it try pressing the F5 key. If this doesn't improve things , try holding down the control button and pressing f5.

Finally, if you're still stuck, create a new copy of the file with a different name and use that. You've done everything right, its just your PC trying to be cleverer than you.

( sorry if I'm teaching you to suck eggs here)
