(1) The keeper of a licensed breeding establishment is guilty of an offence if—
a) he sells a dog otherwise than at a licensed breeding establishment, a licensed pet shop or a licensed Scottish rearing establishment,
(b he sells a dog otherwise than to the keeper of a licensed pet shop or a licensed Scottish rearing establishment knowing or believing that the person who buys it intends that it should be sold (by him or any other person),
c) he sells a dog which is less than eight weeks old otherwise than to the keeper of a licensed pet shop or a licensed Scottish rearing establishment,
(d) he sells to the keeper of a licensed pet shop or a licensed Scottish rearing establishment a dog which was not born at a licensed breeding establishment, or
(e) he sells to the keeper of a licensed pet shop or a licensed Scottish rearing establishment a dog which, when delivered, is not wearing a collar with an identifying tag or badge.
So I guess it depends on whether or not he/she is a "breeder" but def worth calling the local authority as they will be classed as "trading" in animals.

I just got an email from a friend and she is going to check with a DW slightly different area but a very nice proactive DW so may be able to help.
I hate this sort of thing just selling dogs on the side of the road.
I am sorry if I suggested that anyone should go there ,Cynthia is quite right not a good thing to do.
This is something for the authorities and I have reported it.
I would just say if this sort of thing is seen then as fifer says they are breaking the law so please report it.

Hi! guys.
A friend of mine knows the Dog Warden from south glos, the area the Gypsy's are at is under Gloucester City Council, she (DW) did speak to them about it and I am sure as she is a very caring DW someone will be on to it.
They don't often come back with any details especialy if something is ongoing but rest assured they know about it.
So that's good to know and if I hear anymore I will be sure to let you know.

The DW has been informed and this lady is keeping and eye on the place, no other news as yet.
whilst first reaction is why arent they steaming in and taking the dogs, I guess they need to keep a close eye rather than visit them incase they just move on and sell them elsewhere
After two days of being passed around various phone numbers I have finally got some good news.
The area Animal welfare Officer is fully aware of the situation and is visiting daily to inspect the dogs and the ponies and she will continue to do so for the forseeable future, she's got my phone number and has promised to ring if she needs any help with any of the dogs.
From what I've been told the people actually live on site and all animals are in good health.
